The Mbale City Police Commander is on spot for blocking the transfer of a head teacher at Mbale Police Wanyera Primary School in Mbale city following numerous transfers by the City Education Office last week.
Betty Nabugobero the head teacher of Mbale Police (Wanyera) Primary school in Industrial city division was expected to report to her new post at Nakaloke Primary School in Northern City Division according to a letter from the Mbale City Education Officer but still insists will not leave.
Nabugobero says she has no problem with leaving the school, but the School Management Committee and the Parents’ Teachers Association members have told her not to go because they still need her.
“I don’t have any problem with leaving this school because for us once appointed we are told to serve anywhere in the city but if the school management committee, PTA members see that you are doing something good, they can say for us we don’t want this one to move” Nabugobero said.
Our reporter learnt that the Mbale City Police Commander SP Kenneth Bakashaba is Chairperson of the School management committee at the school found inside Mbale police barracks.
Rogers Taitika the Elgon region police spokesperson said although the school is managed by police, but it is under the Ministry of Education and sports which pays the teachers and in charge of operations like transfer of staff and cannot be blocked by police.
“For us as security, we enforce the law and we cannot defy a lawful document showing that the head teacher has been transferred, if it is the case she has to go to another school where she has been sent, this is a government aided school though managed by police, so the head teacher has to heed to the appointing authority” Taitika said.
Government aided primary schools in Mbale City kicked off this year’s first term in a state of confusion amongst learners, teachers, and parents following transfers where the previous heads refused to move to their new posts blocking incoming heads from accessing offices.
James Kutosi, the Mbale City Public Relations Officer says transfers are a normal thing and the ones who have not heeded to call of duty will wait for action from the appointing authority.
“Transfers are a normal thing and there also circumstances surrounding transfers, if there are those who have now complied, then they will wait for the solution from the appointing authority” Kutosi said.
