Here Is Why Some Police Officers Are Not Getting Salaries – ACP Kituuma

Uganda Police Force has spoken out on a story that ran on Newvision of 10th April, 2025 regarding missing salaries for police officers.

 

ACP Rusoke Kituuma, the Police Spokesperson in a statement dated 10th April, 2025 says these are isolated cases involving individual officers.

 

He attributed this scenario to six reasons including mismatch between nominal roll and payroll caused by individual officers who provide inconsistent data between their Unit records and payroll.

 

The other factor is that in 2023, some officers failed to meet validation requirements as specified by the Auditor General. Consequently such officers were considered partially validated and can’t access salaries.

 

He says that sometimes, salaries bounce back from banks when there is a mismatch between identity details provided to the banks and payroll.

 

The other category is those who have been deleted due to desertion and when they report back, accessing the payroll takes time.

 

He says some officers were erroneously deleted after the validation exercise of 2023 due to discrepancies in entry records and age data held by NIRA.

 

Finally, the transition to the Human Capital Management System that involves migrating data has led to non-payments due to incorrect entries.
