The Deputy Inspector General of Government (IGG), Anne Twinomugisha Muhairwe, has today June 4, 2025 issued a letter ordering the Chief Administrative officers of Bundibugyo and Dokolo District Local Governments and Koboko Municipal Council to sack four government officials who uttered in false documents to gain government jobs.
The knifed officials include Charles Agaba(Assistant Inventory management officer), Dennis Livingstone Okello (Dokolo District Inspector of schools), Eve Ithungu (parish Chief -Bundibugyo district) and David Dimba Kenyi( principal Education officer -Koboko municipal council). The four’s dismissal followed successful investigations by the inspectorate of government.
In 2008, Charles Agaba was appointed Assistant Inventory management officer on probation and was subsequently confirmed in service in 2010. Though he was recommended for promotion in 2019, the District Service Commission opted to advertise the post for fair competition. But instead of submitting his application for the position, he sued the district to courts of Laws for unfairly denying him promotion arguing that he possessed the required qualification for the job. He won the case and court awarded him Shs.35 million as compensation. He jubilated and later submitted a forged certificate No.KYU B 10839 and academic transcript No.027976 for a Bachelor’s degree in procurement and logistics management from Kyambogo University to Bundibugyo District Local Government.
However, not only did he submit forged documents to the district for promotion but he also unlawfully obtained a court awarded compensation.
Regarding Ms. Eve Ithungu, she submitted a forged diploma in public Administration from Uganda Pentecostal University and was successfully appointed a parish Chief by Bundibugyo District Service Commission under Minute no. 1DSC/2022.
In December 2018, the Town Clerk of Koboko Municipal Council, appointed on promotion David Dimba Kenyi to the position of principal Education officer after he presented a letter purportedly issued to him by UNEB equating the Sudan certificate to Uganda Certificate of Education. The said letter of equivalency formed the basis for his subsequent academic pursuit and eventual employment with Koboko Municipal Council. However, UNEB has since denied issuing the said letters.
Another culprit , Mr. Dennis Livingstone Okello -the Dokolo District Inspector of schools, forged a letter of appointment on probation as an Assistant Education officer purportedly issued by the Education service commission vide minute no.64/2007(677). Upon verification of the said minute number, it was discovered it belongs to Juliet Kwagga, who was appointed as Assistant Education officer (English/Literature).
In June 2017, he presented his posting instructions to Kangai secondary school, Dokolo District to teach Geography, purportedly issued by the Ministry of Education and sports vide minute number 10/2007(677). The posting instruction was verified and found to be false as it was non-existent.
He went on to use the same forged posting instructions of 2007 purportedly issued by the Ministry of Education and sports as supporting documents to his application for the position of inspector of schools and was appointed and confirmed on October 24, 2018.
In her arguments, the Deputy Inspector General of Government Anne Twinomugisha Muhairwe contends that Okello’s action violated section 328 of the Penal Code Act.CAP 128 which states that:
“Any person who knowingly and fraudulently utters in false documents commits any offence of the same kind and is liable to the same punishment as if he or she had forged the thing in question.
Similarly, the act of presenting forged letter certifying the equivalence of academic qualifications to gain employment constitutes gross misconduct contrary to section F-r, paragraph 7 of the public service standing orders 2021 which states that :” Gross misconduct is a conduct which destroys the relationship of trust and confidence between the public officer and a ministry or department or an agency or Local government and renders the working relationship untenable . Gross misconduct shall result in public trust or dismissal.
In her sacking letter dated June 4,2025, the Deputy Inspector General of Government concludes that the CAO’s of Bundibugyo and Dokolo District plus the Town Clerk of Koboko Municipal Council, are supposed to inform her office of the action taken.
