IGG Orders NWSC MD to Axe Corporation Engineer over Corruption

The Deputy Inspector General of Government on June 13, 2025, ordered the Managing Director National Water and Sewerage Corporation (NWSC) Dr. Eng. Silver Mugisha, to axe one of the Corporation engineers, Eng. Norman Ijuka over  corruption and abuse of office.

 

The dismissal order signed by Dr. Patricia Achan Okiria followed successful prosecution of the money angry engineer by her office before the Anti-corruption court .

 

In march 2021, the axed engineer worked as an engineer at National Water and Sewerage Corporation ( NWSC) of Arua branch as well as the project supervisor for works for the Odupi water project in Terego district.

 

However, in abuse of his authority, he acted arbitrarily when he irregularly removed 325 UPVC PN 10 DN 100(4) water pipes from the corporation’s Omugo branch office. The pipes in question were intended for Odupi main extension works at Wilika and Ayivu but he instead diverted them to M/s. Ruziki construction Co. Ltd, an act which is prejudicial to both his employer and communities of Wilika and Ayivu in Terego district.

 

On February 23, 2024, the axed engineer entered a plea bargaining agreement with the office of Inspectorate of Government, and he willingly pleaded guilty to abuse of office and was consequently sentenced to pay a fine worth Shs.1.5 million -which he dully paid to court.

 

In her sacking letter dated June 13, 2025,  the IGG states that section 46 of the Anti-corruption Act 2009 provides that: ” A person who is convicted of an offence under section 2- 25 shall be disqualified from holding a public office for a period of 10 years from his/her conviction.

 

She however, noted that for the case of Eng. Norman Ijuka having been convicted upon his own plea for the offence of abuse of office under section 11 of the Anti-corruption Act as amended, is accordingly disqualified from continuing to hold Public office .

 

The Deputy Inspector General of Government (IGG) further warns all public officers against all forms of professional misconduct and challenged them to always stick to ethical standards while executing their duties.
