BUKEDEA: PWD’s Urge for Inclusion in Gov’t Programs

A section of persons with disabilities have urged government to be inclusive while allocating resource envelops.

 

This concern was raised on 15th, Oct 2025 during the commemoration of International White Cane Day.

 

The event was hosted by Bukedea District under the theme “empowering through inclusion, accessibility and mobility.”

Emmanuel Owela, a blind student studying at St Francis School of Blind Madera, Soroti says government is discriminating in most of the programs.

 

He said in-line with education, the blind person is only given limited access whereas the abled persons are most considered.

 

“You find that government is setting up seed schools, but there’s no single day, they have set up a school for the blind”, said Mr. Owela.

 

Barbra Ritah Namwege, another blind student says still in the 21st century, parents still tie and lock the disabled children inside the house.

 

Mr. Sulaiman Emong, the district councillor representing persons with disabilities in bukedea district says most of the disabled persons demand maximum care.

 

Ms. Grace Nait, the executive director National Union for disabled persons Uganda (NUDIPU) however challenged people to respect white cane stick, saying it articulates solidarity between impaired and non-impaired person.
