The Managing Director of Upgrade Nursery and Primary School, in Bwaise Village, Katabi town Council, Wakiso district, has been apprehended and caged for operating a school illegally without a license from the office of Katabi Town council.
The crafty school proprietor’s luck ran out following an abrupt visit by Kajjansi Deputy RDC-Patrick Mubiru, who had visited the school on October 29, 2025. The RDC was not impressed with the school infrastructures in which pupils were studying in.
Unimpressed, RDC -Mubiru ordered for the arrest of the school director Mr. Bright Muhumuza so as to save lives of learners who were studying and living in deplorable school infrastructures.
“I received a phone call from residents complaining about the welfare of the pupils at the school. They informed me about the bad sleeping conditions for pupils, upon reaching on the ground, I found that 15 girls sleep on three beds while 10 boys share two beds,” RDC -Mubiru stated.
He added that to aggravate matters, most teachers are not qualified to teach hence endangering the future of learners.
“Whoever I asked told me he/she is still studying. I don’t know how this school was allowed to operate without a license. We can’t tolerate such a thing,”RDC-Mubiru roared.
Mr Mubiru further revealed that some of the girls share the same beds with boys, something which is totally unacceptable.
“When it comes to sleeping arrangements, boys share the same beds with girls, yet the school lacks documentation for a private school to operate a boarding section or run classes from nursery to Primary seven,” he adds.
Mr Muhumuza informed the media that he is a professional teacher who retired a few years ago, and he started his own school which he admits lacks a license to operate and also lacks qualified staff to teach learners.
RDC-Mubiru further expressed grave concern on the fate of the nine Primary Leaving Examination candidates in the school who are set to sit their national exams next week.
However, he appealed to parents to visit the school premises where they take their children for studies to ensure the schools meet the required standard on top of having the requisite licenses to operate.
