President Museveni has assented to three Bills passed by Parliament in 2025.
According to a State House statement on X dated Thursday, February 19, 2026, the three Bills are; the Building Control (Amendment) Act, 2025, The Mortgage Refinance Institutions Act, 2025, and The Valuation Act, 2025.
The Building Control (Amendment) Act, 2025 among others, introduces stronger penalties for illegal construction to streamline building approval processes. The Bill was passed during the plenary sitting of Tuesday, 03 September 2025 chaired by Speaker Anita Among.
It seeks to redefine the composition and powers of the National Building Review Board, reform the approval of building and occupation permits, and regulate the use of unconventional construction technologies.
One of the key penalties is increment of fines for building without valid permits. The offenders will be liable to imprisonment of up to five years and payment of two currency points, an equivalent of Shs40,000 for each square metre of the built-up area.
Meanwhile, the Mortgage Refinance Institutions Act, 2025, empowers Bank of Uganda to regulate mortgage refinance institutions, and establish the Institute of Certified Valuers.
The object of this Bill is to regulate the establishment of mortgage refinancing institutions; to provide for the functions of the central bank in relation to mortgage refinance business; to provide for the conduct of mortgage refinance business; to provide for corrective actions and liquidation; and for related matters.
The Valuation Act, 2025 establishes the Institute of Certified Valuers of Uganda, sets professional standards, and strengthens the Office of the Chief Government Valuer (CGV). Key clauses were also amended to prevent abuse.
