LUWERO: Clinical Officer in Trouble for Irregularly Drawing over Shs80M Salary Payments

A former Clinical officer attached to Bombo Health Centre III in Luwero District has found himself on the wrong side of the law after it was discovered that he drew salary for over ten years and yet he had abandoned duty.

 

Mr. Habib Hussein left his post at Bombo Health Centre III in August 2010 for an NGO job with AIDS Health Care Foundation – Uganda Cares in Masaka and yet continued drawing salary from Luwero District until January, 2020.

 

According to the IGG Mukono Regional Office, the salary Habib drew irregularly amounts to Shs81,258,365 which he has now been ordered to refund and deposit at IG Recovery Assets Account at Bank of Uganda.

 

A statement issued by the Inspectorate of Government today, Tuesday, 10th March, 2026 confirms that Habib confessed to the offence and showed willingness to refund the said funds.

 

According to IGG investigations, Habib was appointed on probation as Clinical Officer by Luwero District Service Commission in June 2006 and confirmed in Service in November, 2008.

 

He was transferred to Nyimbwa Health Center IV and later Bombo Health Centre III in Luwero District where he allegedly abandoned duty several times.

 

In August 2010, he was offered a job as a Clinical Officer at AIDS Health Care Foundation – Uganda Cares in Masaka but did not resign from Bombo Health Centre III and continued receiving salary until January, 2020 when he formally resigned.

 

His actions contravened Section (F-e) Paragraph 1 of the Uganda Public Service Standing Orders (2010) which states, “A public officer shall not engage in any occupation or undertaking for gain outside his/her official duties that would require his/her attention at any time during official working hours.”
