Parish Chiefs and Town Agents in Namisindwa District have petitioned the district leadership over delayed payment of their Parish Development Committee (PDC) and housing allowances amounting to about Shs179.3 million for the second and third quarters of the 2025/2026 financial year.
In a letter dated 16th March 2026, addressed to the Chief Administrative Officer (CAO), the officials say most of them have not yet received their allowances despite submitting the necessary requisitions for payment.
The parish chiefs referenced an earlier communication dated 20th January 2026, in which they requested the district to process their PDC and housing allowances. However, they claim payments have not been effected even though the district reportedly received funds for the second quarter.
According to the breakdown provided by Willy Namanda, the Chairperson of Parish Chiefs in the district, 163 Parish Chiefs and Town Agents are each entitled to Shs250,000 as PDC allowances and Shs300,000 as housing allowance per quarter.
This translates into Shs40, 750,000 for PDC allowances and Shs48, 900,000 for housing allowances, bringing the second quarter total to Shs89, 650,000. The same breakdown applies to the third quarter, raising the cumulative unpaid amount to Shs179, 300,000.
He says the continued delay has created pressure on them from community stakeholders.
“The delay to pay us our allowances has made our work very difficult because both the PDC members and landlords are on our neck whenever they see us, which is affecting service delivery in the parishes,” he explained.
Copies of the petition were also sent to the Resident District Commissioner (RDC), District Internal Security Officer (DISO), LCV Chairperson, District Planner and the PDM Focal Person seeking intervention.
When contacted, Elijah Madoi confirmed awareness of the concerns raised by the parish chiefs and promised to follow up with the district leadership.
“We have received the concerns from the parish chiefs and town agents regarding the delay of their allowances. My office will engage the district technical leadership to establish what could be causing the delay and ensure the matter is handled,” Madoi said.
He added that parish chiefs play a critical role in implementing government programs such as the Parish Development Model and should be facilitated to perform their duties effectively.
“These officers are key in monitoring and supervising government programs at the parish level, so their facilitation must be handled in time,” he said.
Efforts to obtain a comment from the Chief Administrative Officer of Namisindwa District were still ongoing by press time.
