MBALE CITY

Persons with disabilities (PWDs) have been urged to embrace government programs to improve their livelihoods.
The call was made by the Resident City Commissioner (RCC) of Mbale City, George William Wopuwa, while opening a one-day engagement organized by the National Secretariat for Special Interest Groups in partnership with the Netherlands Institute for Multiparty Democracy. The meeting, held at Courts View Hotel in Mbale City on Thursday afternoon, 26th March, 2026 brought together leaders of persons with disabilities from Eastern Uganda for a post-election dialogue.
Wopuwa emphasized that persons with disabilities need to actively participate in the political, social, and economic affairs of the country, noting that disability is not inability. He also urged leaders of PWDs to be mindful of the people who entrusted them with leadership.
Mwanje Keeya, a consultant with the National Council for Persons with Disabilities (NCPD), advised leaders of PWDs to act as strong advocates for their rights at both local and central government levels. He noted that a good leader inspires others and should never tire of lobbying for the interests of their people. He also encouraged them to always prioritize those they serve.
Etyang James from Busia, one of the leaders of PWDs, urged fellow leaders not to hesitate in approaching local council offices to demand their rights. He added that individuals who violate the rights of persons with disabilities should be taken to courts of law.
