Uganda has confirmed that it is implementing a bilateral agreement with the United States of America, facilitating the transfer and assessment of third-country nationals seeking asylum.

The confirmation issued today, Friday, April 3, 2026, by the Permanent Secretary, Ministry of Foreign Affairs, Bagire Vincent Waiswa says the first batch of such 8 third-country nationals seeking asylum arrived in the country on 1st April, 2026.
“Uganda reaffirms its commitment to humanitarian protection following a bilateral agreement with the United States of America,” reads the statement in part.
According to Bagire, the initiative upholds international obligations, including the principle of non-refoulement, ensuring dignity, safety, and fair consideration for all individuals.
The principle of non-refoulement guarantees that no one should be returned to a country where they would face torture, inhuman treatment, cruel or degrading treatment.
The July 2025 Agreement considers individuals who are neither citizens of Uganda nor United States of America but of African origin who may not be granted Asylum in U.S and are reluctant to return to their countries.
The Permanent Secretary however, refused to divulge the identities of the 8 individuals who arrived into Uganda on 1st April 3, 2026 citing privacy reasons.
