The Namisindwa Resident District Commissioner (RDC) has weighed in on the current saga involving 575 government teachers who managed to access Parish Development Model (PDM) funds against the government guidelines.

Speaking to this publication on Tuesday, April 14, 2026, Elijah Madoi has instructed the Chief Administrative Officer’s office to take appropriate action against the teachers and parish chiefs involved in the PDM saga.

This Publication on Monday, 13th April, 2026 published a list of 575 government teachers who received 1 million shillings each, violating program guidelines.

The publication follows Mathias Isabirye, Namisindwa District Deputy Chief Administrative Officer’s directive to the affected teachers to refund the money by 20th April, 2026 with interest.

Madoi says that some teachers have started refunding the money following yesterday’s news story.

He however, notes that some claim their National Identification Numbers (NINs) were used without their knowledge, but asks them to provide proof.

The RDC says parish chiefs colluded with PDM chairpersons at parish and village levels to include government teachers in the program. He instructs the CAO’s office to take action against these officers, including parish chiefs and teachers, to serve as an example.

The RDC adds that district leaders will convene to determine the punishment for these staff members, aiming to deter others from abusing the government program.
