The Butaleja Resident District Commissioner (RDC), David Kulaba Isabirye, has called off elections of leaders for Parish Development Model (PDM) SACCOs until further notice, pinning the participants for gross corruption tendencies and hooliganism.
Addressing journalists in his office on Tuesday, 20th May, 2026, Kulaba revealed that he received a directive from Kampala-after numerous reports of fights at the PDM Electoral centres, yet many of the incumbents allegedly sold their property with intent to bribe voters.
He further said that he shall engage the stakeholders for a way forward, but additionally suggested term limits for the SACCO leadership in a bid to mute corruption tendencies in the government program.
“These SACCO leaders have benefited a lot from extortion. Look! Why would one sell his property in order to restore leadership?”, Kulaba stated.
Amina Dugo, the Butaleja district Production Officer, who doubles as the PDM focal person, revealed that they shall repeat elections in the Eight Parishes where elections were held under the old guidelines.
She also said that fighting and bribery were extreme in most of the Parishes across Butaleja district, suggesting tight security in the next exercises.
Dugo, further reported that they have successfully held elections in 14 Parishes of the 76 that constitute Butaleja district. She added that Butaleja district has so far received 27 Billion shillings for Parish Development Model.
RDC’s concern comes after Mr. Godfrey Nasuga Musulemi, one of the Assistant RDCs of Butaleja, expressed dissatisfaction over the Electoral process, citing the Parishes of Mwiha in Busaba town council and Masanghe, in Nawanjofu Sub County, as hot spots.
