General Saleh Advises CDF on Ex-Kampala Mayor, Lukwago’s Arrest

Gen Salim Saleh advise to CDF Muhoozi

Gen Caleb Akandwanaho Salim Saleh (Rtd), also Senior Presidential Advisor for Defence and Chief Coordinator of Operation Wealth Creation (OWC) has advised General Muhoozi to open up to Norbert Mao, Minister Justice & Constitutional Affairs over Erias Lukwago arrest.

 

In a signature communication contained in a handwritten letter to General Muhoozi dated Sunday, 28th June, 2026, Afande Saleh says Mao being Minister of Justice & Constitutional Affairs (Chair of the Cabinet Standing Committee of Human Rights), has a duty to the public concerning the case of Dr. Kizza Besigye and any of his accomplices (Erias Lukwago).

 

 

Saleh says Mao also has a duty to explain actions by the state security agencies against certain individuals and organisations.

 

“He may not be privy to some of the military intelligence. He needs a briefing so that he can in turn respond to any public concerns,” says Saleh also an uncle to General Muhoozi.

 

Gen Caleb Akandwanaho Salim Saleh (Rtd) is a freedom fighter of the Front for National Salvation (FRONASA) and the National Resistance Army (NRA). The country’s peace icon renowned as the “Chief Government Listener” serves as the Senior Presidential Advisor for Defennce and the Chief Coordinator of Operation Wealth Creation (OWC), the first and most expansive civil -military operation of its kind in Africa.

 

Lukwago was brutally arrested on June 15, 2026. Before his arrest, he was part of the legal team representing Besigye and Lutale in the treason case against them.

 

Court records in the Besigye case allege that several opposition politicians and activists participated in meetings held outside Uganda where discussions about removing the government allegedly took place.
