Mbale City Senior Lands Officer Remanded Over Selling Gov’t Land

A Senior Lands Officer at Mbale City has been arraigned before the Anti-Corruption Court in Kampala over allegations of selling government land.

 

Kigaye Emmanuel Paul, the Senior Land Management Officer, Mbale City appeared before the Anti-Corruption Division on Tuesday, 14th July, 2026 and charged with Abuse of Office and Fraudulent Procurement of a Certificate of Title. He has been remanded until 16/07/2026.

 

According to the State House Anti-Corruption Unit, Kigaye between September 2019 and May 2023 in Mbale city, while working as a Senior Land Management Officer at Mbale City,  allegedly engaged in an arbitrary act prejudicial to his employer’s interests when he irregularly caused the Registrar of Titles, Mbale MZO, to prepare a certificate of title for Plot 27 Bishop Masaba Road in the name of  businessman, Wamatsembe Moses.

 

The act was illegal as the plot was already allocated to Dairy Development Authority.

 

Furthermore, he fraudulently processed and procured the registration of a freehold certificate of title, vide FRV MBA199 Folio 22, instrument number MBA-0009476, for land measuring 0.5040 hectares at Plot 27, Bishop Masaba Road, Fairway Cell, still in the name of Wamatsembe Moses.
