Police in Buwenge Town council, in Jinja District on Tuesday 28th July,2026 shot and killed two youths identified as Kalulu Fred 19 who died on spot and Ikaali Latibu 23 who succumbed to injuries at Jinja Regional Referral Hospital where he had been rushed for medical attention.
According to reports, the duo and a one Bosco who is still at large had connived with one of the contestants in the race identified as Richard Kakande to disrupt elections in Market Zone and Kabi Zone polling stations.
Kiira Region Police spokesperson, SP James Mubi said that at around 11:21 am violence erupted at Buwenge Progressive Academy polling station in Kabi zone by a group of unruly people led by the three ring leaders namely Richard Kakande, Fred Kalulu and Latibu Ikaali.
“The trio attacked the EC officials, security agencies disrupting the already ongoing smooth voting exercise at Buwenge Progressive Academy and Richard Kakande purportedly boycotted the exercise leaving his main contender Nabikambi Muzamiru in the lead who was later declared the winner.” Said SP Mubi
However, the moment Nabikamba was declared the winner, Richard Kakande with his unruly group stormed the polling station, grabbed officers deployed to guard the polling station and EC officials.
In the process of restoring peace, bullets were shot in the air, unfortunately Fred Kalulu ended up being hit by a stray bullet that left him dead on spot leaving Latibu Ikaali nursing stray gunshot wounds. Latibu Ikaali succumbed to his injuries after being rushed to Jinja regional referral hospital (JRRH) for immediate treatment and attention.
The deceased bodies are at JRRH mortuary pending postmortem examination.
The suspects still at large include Richard Kakande, Bosco among others have been declared wanted persons by CPS Buwenge or Kiira North Division.
The Mayor of Buwenge Town Council, Onzanya Ismail, condemned the officers’ conduct and described the shooting as an excessive use of force, calling for the immediate transfer and reshuffling of the police leadership in Buwenge, citing loss of public trust.
The RPC Kiira region, SSP Charles Nsaba has called upon communities in Buwenge town council, Namulesa, Bugembe, Wanyange Lake, Mafubira, Masese, Polota, to reject radicalized violence and politics of hate.
