UPDATE: IGG Orders Interdiction of 4 URSB Top Bosses

IGG interdiction instructions

The Inspector General Government, Lady Justice Naluzze Aisha Batala has given directives for the interdiction of four top URSB bosses who are currently on forced leave.

 

In her letter dated Tuesday, August 18, 2026, Lady Justice Naluzze directs the Minister for Justice and Constitutional Affairs to interdict Mercy Kainobwisho-Commissioner General to pave way into investigations.

 

Kainobwisho is being investigated over possible embezzlement, abuse of office, money laundering, maladministration and institutional mismanagement.

 

The Minister has also been directed to halt URSB’s scheduled residential Executive training at National Leadership Institute, Kyankwanzi that was to take place from Sunday, August, 16th to Friday, August, 21st 2026.

 

Similarly, the IGG directs the URSB Board Chair, Butagira Francis to interdict,  Walid Kule-Assistant Commissioner, Business Registration, Arthur Kwesiga-Commissioner ICT and Alex Aganya-Deputy Registrar General, Finance and Admin. The trio is being investigated over allegations of corruption.

 

Interestingly one of the officials sent on forced leave, Agaba Gilbert-Commissioner, Business Registration is not among those interdicted fueling speculation that he could have been the whistleblower who reported the URSB rot to President Museveni.
