The Kisoro District Education Officer has been arraigned before court on charges of embezzlement, making false claims by an official, and abuse of office.
Mwumvaneza Emmanuel was charged on Thursday, 28th October, 2026 after State House Anti-corruption Unit investigations into alleged financial irregularities in Kisoro District’s Shs1.4 billion classroom construction programme for the 2024/2025 financial year.
Investigations revealed a suspected coordinated scheme involving the award of school construction contracts to companies owned by or linked to district officials, alongside payments allegedly processed without proper verification of the works executed.
Investigations are also examining allegations that classroom blocks constructed by communities were presented as newly completed government projects, raising concerns about false accountability, the quality and extent of works delivered, and possible loss of public funds.
Mwumvaneza has also been charged with alleged misappropriation of Shs8,252,200 advanced for commissioning education projects, a false entry indicating attendance at a commissioning, and instructions to pay allowances for commissioning activities allegedly not undertaken.
