SIRONKO

The Buchambi Parish Chief is in more trouble after the Chief Administrative Officer (CAO) Sironko District summoning her within 7 days to defend herself on her involvement in direct withdrawal of Shs88M PDM beneficiaries’ money.

In a letter dated Friday, 18th October, 2024, Nelson Kiranda (CAO) says Ketty Nabuduwa of Buchambi Parish, Buchambi Sub County faces disciplinary action for directly obtaining money for PDM Beneficiaries from Post Bank.

“As you are aware, PDM Beneficiaries obtain money using their individual telephones. It therefore means that your action was intended to defraud the beneficiaries as to enable you extort some money from them during the cash payment,” reads Kiranda’s letter.

Kiranda argues that Nabuduwa’s actions tantamount to misbehavior contrary to Public Service Standing Orders and has given her seven to defend herself from the date of receipt of the letter.

“Accordingly I require you to show cause why disciplinary action should not be taken against you,” warns Kiranda.

BACKGROUND

On Tuesday this week, police detained Nabuduwa and Richard Wafuma the Buchambi SACCO chairperson at Masaba police station but later released them on police bond on Wednesday according to Frank Muzoora, the Sironko district police Commander.

Allan Wanambwa, the Sironko district Assistant RDC says the two were arrested on grounds of removing over 88 million shillings from Mobile phone accounts of beneficiaries which was sent on their accounts by post bank through Wendi system which is illegal according to PDM guidelines.

He adds that after removing Mobile phone PINs from beneficiaries they promised to go to Mbale town to withdraw money from post bank and bring to beneficiaries hard cash at sub county office but they delayed bringing the money giving the beneficiaries suspicion that they had disappeared with their money.

While speaking to our reporter this morning on phone, Nelson Kirenda says that after receiving a report from security officers on Thursday he has decided to write a letter summoning Nabuduwa to appear to his office to explain adding that if found guilty of misbehavior, she will be interdicted.

He blamed the unprofessional way Nabuduwa behaved by conniving with the SACCO Chairperson to remove the PINs from the PDM beneficiaries yet she is a technical person who has to guide.

Kiranda warned all parish chiefs in the district to take that as a lesson and not attempt to remove PINs from PDM beneficiaries because it’s illegal.

He says that when beneficiaries get money on their phones, it’s themselves who go to the bank and withdraw money but not be assisted by anyone.
