NAMISINDWA
The Equal Opportunities Commission has ruled against Namisindwa District Local Government for discrimination, unfair recruitment practices, and financial irregularities.
The case was filed by Mr. Ongom Isaac, who accused the district and the District Service Commission of sidelining him in the recruitment of a District Production Officer despite his superior qualifications.
According to the ruling obtained by our reporter, the Commission found that Mr. Mityero David has acted in the position since 2017 without the required postgraduate qualifications, while Ongom was unfairly frustrated. It also cited irregular re-advertisement of the job, denial of facilitation allowances, and abuse of office.
The ruling further pointed to misuse of funds under the agricultural extension grant and micro-scale irrigation program, with evidence of irregular contractor payments and mismanaged fuel allocations.
The Commission directed Mr Leonard Kitavuja, the Chief Administrative Officer to appoint a different officer to act as District Production Officer in the new financial year, fast-track Ongom’s promotion, and conclude recruitment for the substantive position. It also recommended compensation for Ongom, investigations into alleged corruption, and prosecution of Mr. Mityero David for illegal access to records.
The district has been ordered to implement the directives within 15 working days.
