The trial of suspects accused of murdering Senior Principal State Attorney, Joan Kagezi resumed on Wednesday 17th September 2025 before the International Crimes Division of the High Court.
A panel of four judges, Andrew Bashaija, Joyce Kavuma, Duncan Gaswaga, and Richard Wejuli Wabwire have heard testimony from Lieutenant Frank Nyakairu, a military officer who analyzed telephone data around the murder scene in 2015.
Nyakairu, 54, told court that in 2015 he was tasked to carry out technical intelligence investigations into the killing of Kagezi.
He explained that his assignment was to analyze telephone data around the murder scene in Kiwatule using a computer software system capable of uncovering hidden communication patterns in organized crime.
The witness said the investigative team was formed by the then Inspector General of Police, Gen. Kale Kayihura and headed by former CID Director, Grace Akullo.
He was instructed to analyze Kagezi’s two phone lines and track her movements from her residence to her last destinations.
Court orders were obtained to compel telecom companies, Airtel and MTN to release data.
Nyakairu testified that several suspects arrested in 2015 were cleared after the software analysis showed they were not near the crime scene.
However, the probe was later revived in 2023 when the CID Director, Assistant Inspector General of Police Tom Magambo, reconstituted a joint team including CMI and ISO officers.
He revealed that phone numbers linked to alleged suspects John Masajjage and John Kibuuka appeared in the Kiwatule cluster around the time Kagezi was shot.
Another suspect, Daniel Kisekka, was later traced to Bombo, where he was found in police custody over a robbery, after he deserted the army and fled with rifles.
The witness, however, admitted under cross-examination that the phone numbers had been provided by CID and he did not know if they were registered in the accused’s names since at that time of Kagezi’s murder, SIM card registration was not yet mandatory in Uganda.
