A man has been arrested for masquerading as a UPDF Major who is working with State House Investors Protection Unit headed by nonsense Col. Edith Nakalema.
Franco Mugumya was arrested on Monday, 17th November, 2025 and paraded before the press by operatives of State House Investors Protection Unit in collaboration with the Uganda Police Force and the Directorate of Crime Intelligence & CPS Kampala.
According to a statement by SHIPU, Mugumya has been falsely calling himself as Maj. Hannington and at times SP Hannington Banda.
It is alleged that Mugumya has been defrauding the public while promising to help them solve their concerns on behalf of the Unit.
The arrest was triggered when one of the victims identified as Fiona Ariho rushed to the Unit seeking guidance which prompted the Unit’s immediate intervention.
“To the public, Franco Mugumya has never been a staff of SHIPU and will face the full force of the law,” reads the statement in part.
SHIPU is an office under His Excellency President Museveni that offers services at no cost and such fraudsters should always be reported for action as such characters taint the image of public offices.
Under the leadership of Col. Nakalema, SHIPU remains steadfast in ensuring a thriving and secure investment landscape for any person who adds value to the economy whether domestic or foreign.
