Parliament Recalled to Process another Shs2.1 Trillion Loan Items

The Clerk to Parliament, Adolf Mwesige has issued a notice for the resumption of Parliament, recalling MPs from recess to come for a plenary sitting scheduled for 16th December 2025, in which MPs are expected to consider the UGX2.177 Trillion loan and also receive the 2026/27 National Budget Framework Paper, that will kickstart the formal consideration of next year’s national budget.

 

Mwesige’s communication is contained in a notice issued on 12th December 2025 which he accompanied with the Order Paper that will guide the business to be handled during the sitting.

 

The first loan to be considered is the motion for a resolution of Parliament to authorize the prefinancing of the design and build of Kayunga-Bbaale-Galiraya Road (87km) from gravel to paved standard.

 

Next will be the consideration of the motion for a resolution of Parliament to authorize Government to borrow up to US$162 Million (UGX575,622,614,454) from Korea Export Import Bank for the Makerere University Improvement Project.

 

Parliament is also expected to consider a motion for a resolution of Parliament to authorize government to borrow up to Euro385 Million (UGX 1.602 Trillion) from Rand Merchant Bank (rmb) and other financial institutions to finance the government of Uganda (infrastructure and the National Budget Framework Paper 2026/2027 to 2030/2031, thus bringing to total the loans up for consideration to UGX2.177 Trillion.

 

During the same sitting, the Ministry of Finance is expected to table the proposal to waive off tax arrears for Newplan Limited and later on table the tax expenditure report for the period July 2025 to September 2025 financial year 2025/26.
