Letter directing for a refund of the PDM Cash disbursed to teachers

A classic example of mismanagement of Parish Development Model (PDM) program has just manifested in Namisindwa District with over 500 teachers benefiting from the program not meant for public servants.

Page One

The rot came to the limelight after the Deputy Chief Administrative Officer, Mathias Isabirye penned a letter dated April 8, 2026to to the affected teachers demanding a refund of the monies with interest.

The letter orders the over 500 government teachers to repay the Parish Development Model (PDM) funds with interest by April 20, 2026.

Page Three

Isabirye instructs head teachers, deputy head teachers, education assistants, and senior education assistants to repay one million shillings each with interest.

Among the Head teachers who received the PDM funds are; Omar Mulongo, Robert Tingu, Rehema Siyama Mango, Peter Mutambo Godfrey and Annet Nakamya Gertrude.

Others are; Edward Kitongo, Robert Wabwala Kannah Watima, Patricia Athieno,  Wilson Wasike, George Wandukwa Wafula, Agnes Mutonyi, Daniel Tingu, Fred Welikhe, Earnest Maiki and Wilfred Musabi.

Based on the letter, Deputy CAO says that during PDM meetings held on the 16th, 24th, and 26th of March, 2026 the public complained about PDM chairpersons colluding with teachers to give them money, leaving real beneficiaries out.

According to the Deputy CAO’s letter, the teachers’ actions breach the Parish Development Model (PDM) program guidelines warning that anyone who fails to refund the money by the stipulated date will be reported to police for investigation.
