Namisindwa District Council, which convened on Wednesday, 28th April, 2026 to approve the 2026/2027 financial year budget, also debated the creation of new administrative units, an issue that sparked significant discussion.
Council approved a Shs47.9 billion budget, prioritising sectors such as health, education, production, and works, among others.
The District Vice Chairperson, Bwayo James Kitumbesi, presented a motion to council calling for the establishment of Magale Municipality. The proposed municipality would encompass Magale Town Council, Magale Sub-county, Bumityero, and Buwambwa.
According to Kitumbesi, the proposal originated from leaders of the respective lower local governments, who petitioned his office requesting the new administrative unit.
However, Khayongo Maimunah, the female councillor representing Lwakhakha Town Council, opposed the motion. She argued that efforts should instead focus on creating Lwakhakha Municipality, noting that the necessary documentation process is already underway. She further expressed concern that the Magale proposal could be politically misinterpreted by the public.
Bwayo Emma, the Namisindwa District Male Youth Councillor, acknowledged the growing demand for the creation of new administrative units, including sub-counties and town councils. He emphasised the need to harmonise these demands into a comprehensive framework and present them collectively in the next council session. He also stressed the importance of preparing the community to ensure broader acceptance of such initiatives.
District Speaker, Dorothy Walukawu welcomed the concerns raised by council members. While acknowledging their validity, she noted that there have been no formal requests from lower local governments regarding the creation of other municipalities, such as Lwakhakha, beyond informal discussions at public gatherings like burials. She ruled that the matter should be handled comprehensively by the incoming council.
