The Private Secretary to the President at State House on matters of education and skilling, Jimmy Nambiro has Warned Mbale High School Headteacher for allegedly coercing parents to pay school fees.
On Saturday, 25th July, 2026, the Mbale High School Head teacher convened an AGM where parents were ‘convinced’ to pay Shs80,000 per term instead of the Shs100,000 they had been paying.
The parents’ contribution, according to the head teacher is to pay private teachers who are not on government payroll and other support staff.
However, in an exclusive interview with this Publication today, Wednesday, 29th July, 2026, Nambiro says that the resolution made in the so called parents meeting is null and void because it defies the Presidential directive of charging no fees in government aided schools with Universal Education.
“If the headmaster is wise, if you have such a resolution, he should seek then advice of the solicitor general of government for advice,” Mr. Nambiro said
Nambiro added that some head teachers are building storied buildings and are now looking for money from students to complete their buildings.
Recently, the Minister for Local Government visited Nkoma SS and Mbale High School and warned against charging any money.
Mbale high school is one of the government schools in Mbale City under universal secondary education with a population of over 5000 students.
During the visit of the Minister for Local Government, Balaam Baruhagara at Nkoma Secondary School located in Northern city division in Mbale city, teachers allowed only a few students to meet the minister.
The selected students were reportedly coached to give false information, claiming that they study for free. In reality, the school has over 9,000 students, and each student pays between UGX 200,000/= and UGX 500,000/= per term.
