Police in Kiira Region have arrested and arraigned 10 suspects in court over alleged mismanagement and theft of Parish Development Model – PDM funds.
According to the Kiira Regional Police Commander, SSP Charles Nsaba, and the Head of PDM Supervision for Busoga Sub-region, ACP Bob Kagarura, the crackdown is part of a multi-sectoral effort to protect government programs aimed at transforming subsistence farmers into a money economy.
The 10 suspects were arraigned before Jinja Court on August 7, 2026, and face charges including obtaining money by false pretence, theft, conspiracy to commit a felony, forgery, cybercrimes, and neglect of duty.
The suspects are: Charles Kisebe, 55, Chairperson-elect of Railway Quarters, Jinja City. He is accused of stealing Shs 700,000 in 2024 and 2025 — PDM funds meant for Zaituni Kaumba of Railway Quarters, Karim Kiika, 44 , Ntuyo Badru, 30, Agnes Walalumba, 54 ,Godfrey Byansi, 43 ,Rebecca Mubeezi,50 ,Esther Nakalema, 30 ,Juliet Kalemba, 37 ,Farouk Joley, 28 — all residents of Buyala, Budondo Sub-county, Jinja District, and Moses Mulambe, 37, resident of Mawoito, Kagoma Town Council.
He says Prosecution-led investigations indicate that the suspects, with intent to defraud, conspired to obtain PDM money by falsely pretending that beneficiaries would benefit from the program.
ACP Bob Kagarura said police will not tolerate compromise in PDM cases.
“We shall be accused of compromise and sabotage if we don’t expeditiously investigate all PDM funds that have been misappropriated, stolen or mismanaged,” he said.
He noted that government has injected over Shs 3 trillion into PDM, and that the team is committed to investigating cases, recovering funds, and prosecuting culprits.
SSP Charles Nsaba appealed to all officers in Kiira Region to enforce the law and PDM guidelines to stop those “fighting government through PDM funds.”
“Busoga sub-region is ready to support all government programs and policies. It is our cardinal duty as police officers to contribute to the socio-economic transformation of the country and bring to order all elements that intend to sabotage the smooth operationalization of PDM funds,” he said.
Police said they will intensify community sensitization to ensure effective implementation and enforcement of the program.
