Man Arrested for Impersonating State House Official, Forging Appointment Documents

Police have investigated a case of making and uttering false documents involving a suspect who allegedly impersonated a State House official and used forged documents to solicit money from senior government officials.

 

According to ASP Luke Owoyesigire, Deputy PRO KMP, the suspect has been identified as Babibaasa Frankline, who allegedly used the name Usiga Stanley and purported to work with the State House Principal Private Secretary’s (PPS) office.

 

He says according to investigations, the suspect sent forged documents via WhatsApp, claiming that various senior government officials had been shortlisted for appointment to positions in government institutions, and in some cases demanded money to facilitate the purported appointments.

 

“The suspect allegedly sent forged documents to government officials claiming that the President had directed investigations into alleged misconduct and demanding money to resolve the purported matters,” Owoyesigire said.

 

He says on Thursday, 1st October, 2026 police arrested the suspect and conducted investigations, including recording statements from victims and witnesses, recovering the alleged forged documents and securing court orders for forensic examination of mobile phones recovered from him.

 

The case file was submitted for legal guidance, and charges of making a false document and uttering a false document were sanctioned.

 

The suspect is scheduled to appear today Friday before the Buganda Road Chief Magistrate’s Court for arraignment, and members of the media have been invited to attend and cover the court proceedings.
