NAMISINDWA: District LCV Speaker On Spot For Not Calling Council Meetings

The Namisindwa LCV Council Speaker has been put to task by councilors to explain why she has not called for a council meeting for over six (6) months yet the district is carrying out activities that are supposed to be supervised by them.

In a letter dated 5th December, 2022 a copy of which this website has, the councilors have petitioned Dorothy Nebokhe Walukawu to call an immediate council meeting or else they demonstrate.

 

“Regulation 9(1) of the Third schedule of the Local Government Act Cap 243 as amended requires council to sit at least once in two months to execute its functions,” the petition reads in part.

 

The councilors now accuse the Speaker of flouting the Local Government regulations by not calling a council meeting for over 6 months.

 

“However, our council has not held a meeting for almost 6 months which has rendered both council and standing committees redundant,” the councilors say in the petition.

 

Speaking to this website, Emma Bwayo, the Namisindwa district male youth councilor who is leading the petitioners said that they are very bitter with the Speaker for taking long without calling either committee or council meetings.

 

“This has paralyzed service delivery in the district since its council which passes the budget and checks technocrats,” he said.

 

Anthony Bwayo, the district councilor representing People With Disabilities (PWDs) also says that councilors from respective committees play role of monitoring and oversight but they are seeing projects being commissioned or launched without them being invited.

 

He urged the speaker to come up with explanations about this problem warning that they are going to storm her office in a demonstration.

 

However, when contacted, Nebokhe declined to give a comment saying that she has not yet been served with any petition officially arguing that she is just reading it on social media.

She blamed councilors for taking council matters to the social media instead of going to her office and getting a detailed explanation.

 

Meanwhile, Jackson Wakwaika, the LCV chairperson of Namisindwa told this reporter that it is lack of funds stopping the Speaker from calling council meeting because she has no funds to facilitate councilors in terms of allowances and lunch.
