Uganda National Examination Board (UNEB) has once again outlined offences under National Examinations that can see head teachers face up to 10 years imprisonment.
The offences are outlined in a press statement dated 19th April, 2023 in which the national examinations body reminds teachers, parents and heads of schools on registration deadlines.
The first offence is misappropriation of examination fees paid by students/pupils. Under Section 32-UNEB ACT 2021, any head teacher/Director who fails to remit examination fees to the Board and also fails to ensure that students are dully registered commits an offence and is liable on conviction to a fine of Shs40M or imprisonment of a term not exceeding 10 years or both.
UNEB also quoting Section 33-UNEB ACT 2021 warns that it is an offence to charge fees not prescribed by UNEB and refer to such fees as UNEB Fees. On this note, UNEB warns schools heads against charging and referring extra administrative fees they charge students over and above the UNEB prescribed fees as UNEB Fees.
“Such an offence attracts a penalty of 20, 000 currency points (Shs40M) or imprisonment of a term not exceeding 10 years or both.
The last warning is aimed at head teachers of government aided schools who register private candidates as government sponsored candidates. UNEB says this is fraudulent and causes financial loss to government.
“Any head of an examination center or school director that will be found indulging in this practice, shall be made to pay twice the amount that has been defrauded.
