The Ministry of Works and Transport has announced that brokers, idlers, drunkards and drug abusers are to be expelled from Bus Parks.
The resolution was arrived at in a meeting held on Tuesday 14th May, 2024 between the Chief Licensing Officer, Mr. Winston Katushabe, the Uganda Bus Owners Association & Management of Kisenyi and Namayiba bus terminals at the Ministry’s Boardroom.

A statement from the Ministry of Works and Transport signed by the Chief licensing Officer says that this is one of the resolutions arrived at in that meeting.
Katushabe says that the move will ensure heightened security and orderliness in the bus parks adding that the bus owners will also save up to Shs335,000 per local bus and UShs1,340,000 per interstate bus paid to brokers for loading.
“Those to be expelled are drunkards, idlers and brokers, conductors and drivers have their permanent place in the parks,” reads the statement in part.
The Ministry has directed the Director Traffic and Road Safety and Kampala Metropolitan Police Commander to enforce the resolutions with immediate effect. It is not yet clear whether the policy will be rolled out to upcountry Bus Parks.
The meeting was convened following the disputes between the Uganda Bus Owners Association (UBOA) & the Management of Namayiba & Kisenyi Bus Terminals regarding an increment of rent & loading fees.
The Loading fee had been increased from Shs53,000 to Shs59,000 by the management of the two Bus Terminals which the Bus Owners disputed saying they were not consulted. The meeting agreed to defer the increment to 14th June, 2024.
