Namisindwa District Council Sitting Turns Chaotic Over Disputed Bubutu Land

A dramatic scene unfolded during a Namisindwa District Council meeting on Thursday, 29th May, 2025 as councilors clashed over a land dispute related to the proposed construction of a Grade One Magistrate Court and offices for the District Public Prosecutor (DPP).

 

The district had planned to utilize land belonging to Bubutu Town Council to establish these facilities, as Namisindwa has been relying on neighboring Manafwa District for such services since its creation.

 

Kitumbesi Bwayo, the Namisindwa district vice chairperson raised a motion that the Bubutu town council land can be used prompting Emma Bwayo, the youth male councilor to ask him to explain the real ownership.

 

Emma Bwayo, raised concerns about the land ownership, stating that the title still bears the name of Bubutu Sub-County and not Bubutu Town Council.

 

Bwayo warned that this could lead to future conflicts. Fred Maina, the Councilor representing Bubutu Town Council, vehemently opposed Bwayo’s stance, accusing him of trying to sabotage the project.

 

The disagreement between Bwayo and Maina escalated into a heated argument, with the two councilors almost coming to blows before being restrained by security personnel.

 

Dorothy Nebokhe Walukawu, the District Speaker, later clarified that the issue of land ownership between the sub-county and town council was a minor matter that could be resolved later as the project progressed.

 

Despite the chaos, the council successfully passed a budget of 42 billion shillings for the 2025/26 financial year.
