The Ministry of Works and Transport has responded to concerns about illegal fees also called ‘facilitation fees’ in vehicle registration and digital number-plate issuance.
In a statement issued Friday, 21st November, 2025, the MoWT issues a strong warning against persons involved in charging the illegal ‘facilitation fees’ and deliberately delaying issuance of the same to applicants who don’t pay.
In the statement, the Ministry insists the fees are fixed as follows; First time registration for digital plates is Shs714,000 for both motor vehicles and motorcycles.
Exchange from old to digital is Shs150,00 for vehicles and Shs50,000 for Motorcycles.
Replacement of lost or damaged Digital number plates is Shs75,000 for both vehicles and motorcycles.
In addition the Ministry has encouraged Clients to use the URA Nakawa Motor Vehicle Registration office directly and avoid middlemen.
Most interestingly is the introduction of a Dash Board Monitoring Tool that will allow vehicle owners to track registration progress in real time and identify which officer is handling their applications.
“This is designed to eliminate delays, close loopholes and give every Ugandan a seamless experience,” says the Ministry.
Meanwhile, the Ministry says investigations have been launched to identify the culprits and bring them to book.
Car owners who meet this challenge have been advised to report to the Chief Licensing Officer at the Ministry of Transport, Uganda Police or IGG or call in confidence 0200420000.
