KAMPALA
The Minister of Lands Housing and Urban Development, Hon. Judith Nabakoba has launched a strategic plan 2025/26-2029/30 which addresses land disputes and land registration challenges.
Minister Nabakoba says the strategic plan once fully implemented will provide solutions to tighten land tenure and leveraging land as a strategic asset for accelerated socio-economic transformation.
Speaking to the media in Kampala on December 9, 2025, Minister Nabakoba said the strategic plan if well implemented will go a long way in boosting roads and economic infrastructures, strengthen physical planning systems on top of providing an effective solid waste management system.
Minister Nabakoba reaffirmed the Ministry’s commitment to securing land tenure, developing vibrant cities in addition to delivering decent housing for all Ugandans. She, however says for this plan to succeed, it requires support across Government, private sector, development partners and citizens.
Minister Nabakoba called on implementers of the strategic plan to observe the set standards which she says are very critical in ensuring transparency and accountability.
The Permanent Secretary, Ministry of Lands Housing and Urban Development, Dorcas Okalany, is optimistic that the strategic plan will help to eradicate delays involved in land processing. She said for example land survey will increase from 32%-45%, land titling will reduce from 15 days to 7days, land conflicts will reduce from 59.2% -70% and increase land registered from 30%-33%.
Okalany announced that the Ministry plans to digitalize land services in the near future adding that the strategic plan provides a framework for policy direction.
