KALAKI
Following the pronouncement of the Inspector General of Government on assets declaration, Kalaki district local Government has urged its leaders to immediately comply with the exercise and declare their assets and income.
This is in line with Article 233 (2) and Article 234 of the Constitution of Uganda under Section 4 of the Leadership Code Act, 2021 that demands government officials to declare their assets and incomes.
This requires that officers within the three categories of political leaders, technical leaders and the committees declare their assets, income, and liabilities every two years during the month of March.
The Human Resources Officer Kalaki District, Simon Ogwere said in the category of political leaders, the following are those to declare: the District chairperson, vice chairperson, Mayor, Speaker, District Executive Committee, District Councillors, and Speaker, Deputy Speaker at the sub-county level and the Local Council Three chairpersons and their Vice persons.
While on the side of technical leaders we have; CAO, Deputy CAO, Assistant CAO, Town Clerks, Deputy Town Clerks, Assistant Town Clerks, Treasurers, Assistant Treasurers and Sub-County Chiefs.
“On the technical level, we again have Heads of Department, sections, divisions, accountants, internal auditors, procurement officers, Head Teachers and Deputy Head Teachers, and Bursars/accountants of secondary schools and tertiary institutions.” he said.
The exercise also captures three committees that include the Contract’s committee, District Land Board and District Service Commission.
Ogwere could not divulge the number of culprits nor could he disclose those who have so far declared because the exercise is done online and only the Inspector General of Government’s office has data.
When contacted, the communication Officer Julius Odeke said, “The district has already informed its staff to ensure that they abide by the laws of the law to avoid being reprimanded.”
“We have made these announcements in our district technical staff meetings, District Executive Committee meetings and in joint meetings. So everybody is aware of what they are supposed to do,” Odeke added.
He, however, pleaded with the inspectorate to at least give some grace period for those officers working in a rural district like Kalaki who hardly access full internet connectivity since the exercise demands internet.
He says, Kalaki district, for example, experiences poor network connectivity.
Kalaki District a newly created district from Kaberamaido in 2019 has 10 lower Local governments including two town councils that when added together with the district officers have a total number of staff of at least 835 officers with exception of the political leaders.
