Four Police Officers Charged For Torture of 70 Yr Old Mbarara Woman, Remanded

Four Police Officers caught on camera dragging an old woman in mud during arrest in Mbarara City have been charged before the Mbarara Chief Magistrate’s Court and remanded.

 

According to a police statement, the four identified as ASP Andrew Betunga (in uniform), Detective Constable Darious Aharizira, Detective Constable Hope Nsasirwe and Detective Constable Loyce Kiboneka first appeared before Rwizi regional police court for disciplinary hearing.

 

The court found them guilty of scandalous manner and sentenced them to a recommendation for dismissal.

 

The four were later on Friday arraigned before the Mbarara Chief Magistrate’s court and charged with torture and were all remanded.

 

Rusoke says the officers were executing an arrest of the female seen dragged in the mud who is a resident of Lubiri cell in Mbarara City.

 

In the video, a female voice is heard saying, “This is how police is arresting my mother. This is a case of land which has been in court for 15 years. This is how they are arresting the mother of the nation.” The voice apparently belongs to the old woman’s daughter.

 

In response to the public outcry, the Director of Operations AIGP, Frank Mwesigwa met the victim, Ms Adrian Victoria and her daughter at the Regional headquarters in Mbarara.

 

He ordered for a detailed report looking into their concerns.

 

Present at the meeting were Deputy Director of Human Rights & Legal Services SCP Dinah Kyasiimire and UPF PRO AC.
