The State House Anti-corruption Unit has re-arraigned, Police Constable, Katungi Alex before the Makindye Chief Magistrate’s Court on charges of demanding property with menaces.

He has been further remanded until April 25, 2025.

PC Katungi, an officer with the Environmental Protection Police Unit under the Ministry of Water and Environment, allegedly seized land from an individual near a wetland while threatening to evict him.

The complainant, identified as Mutebi, initially surrendered a portion of his land measuring 30 by 30 feet to Katungi, who arranged for the transfer in the name of his driver. However, no payment was made to Mutebi for the land.

Subsequently, the Uganda National Roads Authority (UNRA) demolished the structure that Katungi had built on the land. Following this, Katungi demanded compensation from Mutebi, insisting that he either relinquish his other land or pay him UGX60M.

After facing numerous threats, Mutebi agreed to pay Katungi and the first installment was made in September 2024.

PC Katungi Alex is also the subject of several ongoing investigations related to multiple complaints of harassment, illegal arrests, land grabbing, and extortion from various individuals, including investors.

On Friday April 4, 2025, Katungi with Assistant Inspector of Police Kenneth Hadali were arraigned before Kajjansi Grade one Magistrate, Pascal Olupot and charged with three counts including assault, causing grievous harm and conspiracy to commit a misdemeanor.

It’s also alleged that on the same day, Alex Katungi and his boss Kenneth Hadali plus others still at large conspired to commit a misdemeanor contrary to section 364 of the penal code Act cap 128.

Prosecution also states that on January 16, 2025, Kenneth Hadali , his junior Alex Katungi and others at large descended on Maria Nabukalu and beat her to unconsciousness leaving her with severe body injuries.

Prosecution further told court that in 2023 at Kitovu cell, Kajjansi Town Council in Wakiso district, Alex Katungi armed with a pistol and baton seriously caned Gilbert Napoko hence causing grievous harm on his body.

However, the duo denied any wrong doing and the Magistrate remanded them to Kigo prison till April 9, 2025.
