In a long-standing dispute between Councilor Mujoma Abdul Rahman and Moses Batwala regarding the Jinja District Service Commission, a case previously filed by Smak Advocates on behalf of Councilor Mujoma has now been officially withdrawn.
The court had initially issued a ruling, through Deputy Registrar Robert Mukanza, restraining the Jinja District Service Commission and its appointed members—Kasiba George Kalalu, Basalira Nold Collins, and Byakatonda Margaret—from assuming their roles pending the determination of Application No. 0133 of 2025.
However, according to Jinja Resident District Commissioner (RDC) Michael Kibwika, both parties agreed to withdraw the case and resolve the issues internally on Tuesday, 27th May, 2025. He stated that the decision was reached through mediation to avoid delays in the recruitment process, which would have resulted in financial losses for the district.
“Councilor Mujoma Abdul Rahman and Moses Batwala have agreed to withdraw the case from court. The district has the funds to proceed with recruitment, but the court case was a hindrance,” Kibwika said.
Councilor Mujoma, the youth representative and Leader of Opposition in the council, confirmed the withdrawal, noting that the decision was made in agreement with the District Executive Committee (DEC), the Chief Administrative Officer (CAO), and the RDC. He said the decision was formally accepted by Hon. Justice Joanita Byabashaija of the Jinja High Court.
“The Service Commission is now free to resume its duties, and all applicants can now follow up on their applications,” Mujoma said.
During the court session, RDC Kibwika informed the judge that the parties had held a prior meeting and agreed to settle the matter. The judge granted them time to finalize and sign the consent form, officially withdrawing the case.
Councilor Mujoma emphasized that both parties reached a mutual understanding to resolve the matter amicably out of court.
