Kampala Capital City Authority (KCCA) has halted Tycoon Ham Kiggundu’s reconstruction of Nakivubo Channel.
According to KCCA, they met Ham Kiggundu today, Friday, 22nd August, 2025 and instructed him to halt all activities that are ongoing without the requisite statutory guidance and permission.
Kiggundu using Kiham Enterprises Ltd, had already started construction with intent to cover Nakivubo Channel, re-enforce it and then construct commercial structures on top of it.
Kampala Capital City Authority has also instructed Kiggundu under guidance and supervision of KCCA to remove all debris in the Channel as a result of his actions, ensure proper flow of storm water and the hoarded section is maintained to avoid any danger to human life and flooding in the area.
President Museveni in a letter dated, 2nd August, 2025 directed the Prime Minister, Rt Hon. Robinah Nabanjja to help Kiggundu execute the project which he calls, ‘godly.”
“Ham points out that the fact that the channel is open, invites people to throw in rubbish including plastics, faeces etc all of which disgust the people contiguous to the channel, lead to blockages of the channel and flooding,” writes President Museveni.
In order to re-coup his expenses, Ham suggested that he should be permitted to construct on top of the covered up and strengthened channel, a proposal President Museveni has approved.
Responding to the leaked letter, Winnie Byanyima, an opposition figure-head, says, “Uganda cannot be governed by presidential letters.”
Kampala City Lord Mayor, Erias Lukwago vehemently opposes the project saying, “Public property (Nakivubo Drainage channel) fraudulently appropriated by unscrupulous individuals (Ham Enterprises) and you hear some charlatans hyping it as development!!!. Ooh Uganda May God Uphold Thee..”
