The Teso Muslim District Council of Sheikhs has completed a successful nomination and vetting process, leading to the selection of 47-year-old Sheikh Ramadhan Ibrahim Ibwakit as the new District Kadhi. He takes over the role from Sheikh Asuman Muhammad Ocen, who has faithfully served in this acting capacity for the past nine years.
The meeting, which attracted a significant gathering, took place at Soroti Muslim School, located within the District Main Mosque in Soroti City on Wednesday, January 21, 2026. Abubaker Were Wandagho, the Uganda Muslim Supreme Council (UMSC) National Chairperson of the Independent Electoral Commission, presided over the proceedings.
Notable attendees included Sheikh Imran Ssali, UMSC Secretary for Religious Affairs; H.E. Sheikh Abubakar Umar Obilan, North Eastern Regional Assistant to the Mufti-RAM; Haj Isaac Omoding; and Hassan Otai, among other elected members of the General Assembly. Sheikh Abdu Mutwalib Musa Waiswa, the Mufti’s special nominee to the Assembly, and Miro Fakir, Teso Muslim District Chairperson, were also present alongside other influential Muslim leaders.
The session opened with a briefing on Articles 19–22 of the amended UMSC Constitution 2022, which outlines the criteria for selecting candidates for the Kadhi position.
After thorough discussions, the council decided to present Sheikh Ibwakit as the sole candidate to the Mufti, who will appoint him in consultation with the Majlis Al Ulama – the Council of Eminent Sheikhs.
Sheikh Ibwakit, respected for his gentle demeanor, has previously served as a member of Majlis Al Ulama representing the North Eastern region and holds a Bachelor’s degree in Islamic Studies from the Islamic University in Uganda (IUIU).
Subsequently, the District Joint Committee, led by Miro Fakir, convened to vet the nominated candidate, ultimately confirming his selection.
The event concluded with remarks from prominent attendees, including Sheikh Imran Ssali, who urged the Muslim community to reflect on their individual roles in promoting Islam, rather than solely seeking answers from the government, UMSC, or local leaders.
His Eminence Sheikh Obilan called upon all Muslims in the Teso Muslim District—comprising Soroti, Serere, Kalaki, Kaberamaido, Amuria, and Katakwi—to unite in support of their new leader once the appointment is finalized. He stressed the importance of adhering to the UMSC Constitution and respecting the established hierarchy.
“When we choose leaders, it is crucial to mentor them continually, to correct them when necessary, and to support them in their endeavors,” Sheikh Obilan advised.
He also urged leaders to foster dialogue to prevent division and to refrain from making decisions based on rumors, highlighting that no home can prosper in an atmosphere of mistrust and conjecture.
Sheikh Obilan shared some valuable insights about the process of selecting leaders, noting that it’s customary for individuals to discuss their thoughts on potential candidates. He referenced the time when the companions of Prophet Muhammad (Peace Be Upon Him) spent three days deliberating on who should be the caliph after the Prophet’s passing. During political campaigns, he pointed out, some individuals engage in propaganda to draw attention to their candidacies.
“Now that we have a candidate confirmed, we must put an end to divisive rhetoric and propaganda. Those who aspired to become the district Kadhi should take a step back until the next opportunity arises. It’s essential for us to pursue reconciliation and strengthen our unity. Let’s come together to support Sheikh Ibwakit and pray for his success in enhancing service delivery within the district,” Sheikh Obilan emphasized.
He took a moment to congratulate all political leaders who emerged victorious in the elections, advocating for a return to harmony within the community. He urged the winners to refrain from making divisive remarks about supporters of their former opponents.
“While you’ve received votes from many, you are now a leader for everyone. Serve the entire community with fairness so that even those who did not support you this time might have a reason to stand by you in the future. As for those who didn’t win, I encourage you to re-strategize for the next election. Trust that God has a plan for you,” he advised.
Sheikh Obilan also expressed his gratitude to the outgoing district Kadhi, Sheikh Asuman Ocen, for his dedication and service over the past nine years, despite the challenges he faced.
Sheikh Ocen expressed his appreciation to the Mufti for the chance to serve the community and reaffirmed his commitment to support future initiatives.
Sheikh Ibwakit concluded by thanking the members for their trust and promised to work closely with everyone in fulfilling his duties.
