The LC3 Chairperson of Paya Sub-county in Tororo district, Phillip Owino, has announced new operational hours for bars in his area with all bars opening their doors at 1 PM and will be required to close by 10 PM.
Speaking on Wednesday, 8th April, 2026, during a meeting with bar operators at the Paya Sub-county headquarters, Chairperson Owino emphasized that this new regulation is not just about controlling bar life but it’s about fostering stronger family bonds.
He stated, “We want to give men the opportunity to spend quality time with their wives and children in the evenings, rather than neglecting their families in favor of late-night drinking.”
Owino highlighted that the noise from these bars interferes with different schools.
Under the new regulations, bars will be prohibited from playing loud music during the day, a decision aimed to create a conducive learning environment for students in the area.
The chairperson pointed out that bars can sometimes provide cover for opportunistic thieves.
By implementing these stricter hours, Owino hopes to deter criminal activities that often occur under the cover of darkness.
Community members have welcomed this initiative, with many expressing relief at the prospect of improved family dynamics and enhanced neighborhood safety.
Owino encourages all bar operators to comply with the new rules, emphasizing that this is a collective effort to create a better environment for everyone.
