Authorities in Tororo Municipality have initiated a crackdown on illegal construction sites, ordering an immediate halt to all developments operating without the necessary approvals.
This enforcement reflects the municipality’s commitment to adhering to the Building Control Act of 2013 and ensuring public safety in urban development.
Town Clerk, Ayub Kisubi announced the measures during an impromptu site inspection on Tuesday, 8th April, 2026 emphasizing that the Municipality will not tolerate non-compliance.
“We have discovered that some developers are undertaking construction without approved plans, which is a clear violation of the law,” Kisubi stated. “Such actions not only endanger lives but also deny the council much-needed local revenue.”
Under the Building Control Act, all developers are required to submit their building plans to the Physical Planning Committee and the Building Committee for approval before commencing construction.
Furthermore, developers must facilitate committee sittings and pay the necessary fees to the municipal authority, which are critical for local revenue generation.
The crackdown began in Bison A Village, where Kisubi personally halted construction at a site found operating without the knowledge or authorization of the Physical Planning Department.
He underscored the serious safety risks posed by illegal structures, which frequently fail to meet essential building standards.
“We are not against development, but it must be done in an orderly and lawful manner. Any developer who ignores these procedures will face legal action,” he added.
Kisubi has also directed Town Agents across all Wards to identify and document illegal construction sites.
Offenders can expect to be prosecuted in courts of law as part of the Municipality’s broader efforts to enforce urban planning regulations and enhance service delivery.
As Tororo Municipality embarks on this comprehensive crackdown, local authorities are committed to ensuring that all construction adheres to legal standards, prioritizing the safety and well-being of residents and the integrity of the town’s infrastructure.
