The Chairperson of the Electoral commission, Justice Simon Byabakama Mugyenyi has issued an electoral roadmap for the By-Election of Kalangala District Woman MP following the death of the incumbent legislator, the late Hellen Nakimuli.
Justice Simon Byabakama who issued the roadmap on May 8,2026, confirmed June 24,2026 as the date for voting and tallying of the results.
The Kalangala District Woman MP seat became vacant following the death of the former District Woman Legislator Hellen Nakimuli, who died on April 19, 2026. The deceased was serving as the District Woman MP for the term ending on 12 May 2026 and she had also been re – elected, hence was District Woman MP – Elect for the term of office commencing after 12 May 2026 and running 2026 – 2031.
Justice Simon Byabakama said the Constitution requires that a by – election be conducted within sixty ( 60 )days from the date the Clerk to Parliament notifies the Commission of a vacancy, adding that the Commission was notified on April 27, 2026 , and the statutory period will expire on 26 June 2026.
On Friday May 8, 2026, Justice Byabakama held a meeting with stakeholders in Kalangala district and discussed strategies to ensure a smooth, peaceful, and participatory electoral process in Kalangala District and also address any other issues to ensure a peaceful by- election.
Justice Byabakama said the commission believes that the successful filling of this vacancy will depend, among other things, on partnership; positive and unbiased mobilisation and sensitisation of the electorate to observe law and order and to actively but peacefully participate in the entire electoral process in addition to compliance with guidelines issued by the Electoral Commission.
“I urge you to mobilize the voters to attend the candidates’ campaign rallies so that they make informed choices. I particularly appeal to the prospective candidates to desist from organizing supporters into processions marching to and from campaign venues,” Justice Simon Byabakama warned.
Justice Simon Byabakama further pledged total commitment to organize and conduct the by-elections in a free and fair manner, adding that the Commission welcomes proposals and suggestions aimed at ensuring the conduct of free and fair electoral activities in Kalangala District.
