The Parliamentary select committee probing allegations of mismanagement at the National Social Security Fund (NSSF) under the stewardship of Richard Byarugaba have discovered that the Fund’s management has been paying social security contributions for its Board members.
The Board members are however not employees of the Fund and do not earn salaries making paying their social security contributions an illegality.
This revelation came out on 8th February, 2023 while the top NSSF management led by Richard Byarugaba interfaced with the Mpaka Mwine’s select committee.
The question was raised by Workers’ MP, Charles Bakabulindi who asked Agnes Tibayeita Isharaza, the Corporation Secretary at NSSF whether it was in order to pay social security contributions for Board members who are not employees.
Isharaza stammered opting instead to pass on the question to the Chief Finance Officer who also failed to give a satisfactory answer.
Pressed further, Isharaza admitted the payments were an illegality. The Acting Managing Director, Patrick Ayota conceded that the payments were irregular and should be stopped forthwith.
Bakabulindi pressed further asking the NSSF management to recover all the contributions it had paid to its board members to which Ayota said yes.
