Senior Uganda Wildlife Authority in Hot Soup for Extorting Local Investor

A senior official of Uganda Wildlife Authority (UWA) has found herself in the proverbial frying pan for allegedly extorting a local Investor.

 

Dr. Rachael Mbabazi was reported to Col Edith Nakalema, the Head of State House Investors Unit by Hajji Isaac Mulindwa who accused her of receiving Shs47M via her personal bank account and by mobile money for delivery of 100 wild animals to his 640 acre ranch in Busikiri Gombe Sub County but only 31 animals were delivered.

 

Col Nakalema stormed the UWA Headquarters on Friday, 25th July, 2025 from where a high level meeting was held involving the accused, Mr. John Makombo, Director of Biodiversity Management and UWA’s Executive Director, Dr. James Musinguzi.

 

“It was not UWA as an institution that failed Hajji, but an individual officer who abused her office,” Col. Edith Nakalema stated.

 

Col. Edith Nakalema emphasized SHIPU’s mandate: “Our duty is to ensure that no investor who has fulfilled legal requirements is delayed or extorted. We are coordinating with UWA to ensure full delivery and accountability.”

 

She urged all Ugandans and investors to transact strictly through official institutions: “Dealing with individuals, not offices, exposes one to extortion. Always engage with the heads of institutions or designated officials, and never pay through personal accounts.”

 

Representing UWA, Makombo, apologized to the investor saying, “We deeply regret the misconduct by Dr. Mbabazi. She acted alone and against UWA policies. Disciplinary action has commenced, and we will deliver the remaining animals.”

 

“UWA operates a cashless system and does not permit personal collections. This was an isolated incident,” Mr. Makombo added.

 

Hajji Mulindwa commended SHIPU for swift action: “I appreciate the professional and timely response by Col. Nakalema. She handled my matter with transparency and care.”

 

He confirmed partial reimbursement of Shs22 million from Dr. Mbabazi and her legal team, with the balance expected within two weeks.

 

Col. Nakalema has however, referred the matter to State House Anti-Corruption Unit for further handling, and commended UWA’s Executive Director, Dr. James Musinguzi, for promptly cooperating in resolving the matter.

 

“SHIPU remains committed to protecting investors, promoting ethical public service, and ensuring that wrong elements do not frustrate investment in Uganda,” she concluded.
