JINJA: Police Looking For Two Over Inappropriate Video Involving Minor

The Jinja Police are currently searching for two TikTokers, known by their stage names Abe Kampala Balikumbona and Maama Nakanjako, for allegedly publishing an inappropriate video that involves a minor. In the video, the minor is reportedly encouraged to engage in the unlawful act of prostitution—an act that constitutes a serious violation of children’s rights and Ugandan law.

 

The duo is accused of using vulgar language and inappropriate behavior in the video, actions which directly undermine the safety, welfare, and protection of children. Such conduct fails to align with the values and responsibilities required in digital spaces, especially where minors are involved.

 

According to Section 8A of the Children’s Act, any form of sexual exploitation of a minor by an adult—whether for payment, entertainment, or otherwise—is strictly prohibited. This law applies to both physical and digital platforms.

 

SP James Mubi, the Kiira Region Police Spokesperson, has urged Civil Society Organizations (CSOs), Non-Governmental Organizations (NGOs), the Uganda Communications Commission (UCC), and other stakeholders to regularly conduct trainings on key topics such as:

 

Child safety and protection (physical and online), Cyber harassment and bullying, responsible content creation, communication skills, the role of security in national development and Human rights and commercial awareness.

 

It’s worth noting that this is not the first time the two TikTokers have drawn the attention of law enforcement. They were recently issued a stern warning over their use of vulgar language during a visit to the Source of the Nile Bridge in Jinja City. That police intervention led the duo to permanently delete the offensive video from their account—a move that was welcomed by the public, who commended police efforts to protect Uganda’s image and tourism potential.

 

The Kiira Regional Child and Family Protection Office remains firmly committed to promoting online safety and ensuring that digital content involving children upholds the highest standards of responsibility and morality.
