NAMISINDWA: CAO Kitavujja Transferred Ahead of Swearing-In of New Government

Leonard Kitavujja, the Chief Administrative Officer (CAO) of Namisindwa District, has been transferred to Kiboga District Local Government following reported clashes with the incoming leadership over his working methods.

 

Kitavujja, one of the longest-serving CAOs in Namisindwa, was posted to the district in December 2023. On 24th April, he was officially notified of his transfer and subsequently assumed office in Kiboga on 30th April, taking over from CAO Nsubuga Zirimenya, who was redeployed to Mityana.

 

Namisindwa District has received Joseph Lomongin from Otuke District as the new CAO. Lomongin is widely recognized in the region for his leadership in Sironko District between 2013 and 2016, during which the district ranked among the best-performing local governments. He reported for duty on Tuesday, and the official handover is scheduled for 8th May at the district headquarters.

 

Kitavujja has been accused of actively participating in the recently concluded elections by allegedly backing certain candidates for various positions. This is said to have strained his relationship with the district leadership, alongside concerns over accountability and transparency. However, he is also credited with improving the district’s national performance ranking from 151st to 48th position.

 

Peter Masayi, a district councillor, has expressed concern over delays in the handover process, stating that it is frustrating preparations for the swearing-in of the new government. He alleged that the delay may be deliberate, noting that many candidates reportedly supported by Kitavujja lost in the elections. Masayi has called on relevant authorities to expedite the transition to ensure smooth operations.

 

Masayi further claimed that, prior to the handover, Kitavujja has continued to interdict and transfer staff he allegedly had disagreements with, even after assuming duties in Kiboga. He warned that such actions could expose the district to potential legal challenges.
